Barbara Massey, Director, Provider Relations, Boulder Valley IPA, Boulder, CO
Barbara Massey has been with Boulder Valley IPA in 1997, started with building a very successful Credentialing Department with the award of delegation from all healthplans. As Provider Relations Manager in 1999 and then a Director since 2004, she is engaged with 540-member physicians and providers on a daily basis in building relationships and bringing resolutions to issues related to contracting, claims, vendor relations, ACO related education amongst others. She has been active with TIPAAA for several years as a planning committee member and chair. She is also a Board member of the Colorado Managed Care Collaborative.
Steve Grant, MD, Vice President, Physician Partnership, Detroit Medical Center, Detroit, MI
Steven Grant, M.D., F.A.C.P., joined the Detroit Medical Center (DMC) in April 2010 as Executive Vice President of Physician Partnerships. Cultivating relationships between private practice physicians and the hospital system, Dr. Grant is leading DMC’s effort to transform physician care across its hospitals and how coordinated care will play into the national health care reform effort. Currently, he is the Executive Director of the DMC PHO. This is a multi specialty PHO, which is a 50/50 partnership between the private physicians and the DMC. Its current membership of approximately 1,200 physicians makes it one of the largest PHO’s in the State of Michigan.
Prior to his appointment at DMC and since 2000, Dr. Grant was president and CEO of United Physicians (UP), one of the largest independent physician organizations in Michigan. He was a co-founder of United Physicians as well as Premier Physicians Network (PPN), where he served as president and medical director from 1996 until 2010.
Dr. Grant is also the co-founder and former Chairman of my1HIE (my1 health information exchange”) which focuses on the physician-patient relationship and the role of physician engagement in advancing health information technology.
Dr. Grant is a member of the Board of Directors and a member of the GDAHC Executive Committee. Dr. Grant also serves as chairperson for GDAHC’s Performance Measurement and Public Reporting Team. His leadership with GDAHC has been instrumental in securing broad physician participation across GDAHC initiatives, and in helping to launch the first in Michigan, and one of the first in the country, online multi-payer provider performance report.
Dr. Grant has also been a private practice, internal medicine physician since 1979 and is assistant clinical professor at Wayne State University School of Medicine. He received his Bachelor of Arts and Doctor of Medicine from the University of Michigan and completed his residency in Internal Medicine at William Beaumont Hospital, Royal Oak.
Evelyn W. Jones
Evelyn W. Jones, MBA, CEO, Allied Physician Services, Eatonton, GA
Evelyn is CEO and Partner of Allied Physician Services, a consulting and credentialing firm based in Eatonton, Georgia. She is past CEO of a 400-doctor group in Athens, GA, where she spent the previous 18 years building that organization into a thriving IPA for the medical community. Prior to her retirement from Athens, she had formed an ACO that was one of the first to be approved by CMS. Evelyn earned her BS from the University of Georgia, and she attended Brenau University in Gainesville, Ga, where she earned her MBA in Healthcare. She lives on Lake Sinclair with her husband, where they enjoy golfing and the lake life.

Dr. Christ Pavlatos MD, MBA is a Board-Certified physician in Orthopedic Surgery and Internal Medicine. He has been in practice for over 25 years and a partner with Illinois Bone and Joint Institute, one of the largest Orthopedic Practices in the US. He has an MBA from Northwestern’s Kellogg Graduate School of Management. He is also Founder and CEO of PatientMD, an integrated Blockchain and Mobile platform for information sharing and healthcare services. He is a member of the American Academy of Orthopedic Surgeons (AAOS), American Board of Internal Medicine (ABIM), American Medical Association (AMA) and the Illinois State Medical Society. Dr. Pavlatos is also a member of the AMA’s IHMI and Xcertia programs.
Mike Repka, CEO, Independent Physicians Network, Milwaukee, WI
Michael Repka is currently the CEO of Independent Physicians Network, Inc. (IPN) a southeastern Wisconsin physician network. IPN contracts with a variety of commercial, Medicaid and Medicare plans through pay for performance and/or risk sharing agreements. In 2012, IPN in partnership with Universal American, launched the Accountable Care Coalition of Southeast Wisconsin (ACCSW). ACCSW is contracted with CMS through the MSSP program and was one of the 44 MSSP plans that achieved shared savings under the program for performance year 1 (2012-2013). Mr. Repka has been with IPN for more than 10 years and has been in the managed care industry for 25 years. In his role as CEO/Executive Director, Mr. Repka maintains responsibility for all facets of the organization.
Prior to joining IPN in 2004, Mr. Repka served in various management roles for Wisconsin Health Organization (purchased by Humana in 1994) and Humana from 1989-1999. There he had responsibilities in operations, provider contracting and data analysis. Subsequently, he then served as Chief Operating Officer for Doral Dental, USA from 1999-2004. In his role as COO for Doral, he was responsible for oversight of all operational aspects of the company.
Connie Richardson, Director of Operations, Arizona State Physician’s Association
For the past eighteen years Connie has served as the Director of Operations of Arizona State Physicians Association, a 2400 physician & health care provider IPA, since 1989. Since her employment with ASPA, not only does she oversee the daily office activities, but she also developed an exceptional primary source credentialing program; the Quick Start Credentialing Application Service; ASPA CVO; the ASPA “Partners” program; and developed the Affiliated Chiropractic Network (a specialty network of ASPA). She is actively involved in IPA contract negotiations, ASPA membership recruitment, and specialty network development. Aside from IPA contract negotiations, she represents fourteen practices and facilities as their Contracting Agent through the ASPA Application Service Program. She is an active participant in the ASPA IT Committee, and staff representative on the ASPA Board of Directors.
Jennifer Roach, Executive Director, Physicians Contracting Organization of Texas, Tyler, TX
Jennifer Roach has been the Executive Director of Physicians Contracting Organization of Texas (PCOT) since 2013. Prior to that, she was a Credentialing Specialist at PCOT from 2007-2013. During college, she worked part-time for PCOT and learned a lot about the business. She graduated from Ouachita Baptist University in 2002 with her degree in business management. After working in the collegiate world, she worked in Japan for 2 years before returning to Texas and coming back to PCOT. She moved into the role as Executive Director with a wonderful mentor, her mother Brenda Shepherd, and continues to learn about the managed care world on a daily basis.

Ted Steuer is Executive Director of Scripps Mercy Physician Partners and the Physician Resource Center.
- Scripps Mercy Physician Partners is a California medical corporation created in 2002 to improve patient access and strengthen the viability of independent physician practices. 640+ physicians representing all medical specialties and located across San Diego County are active members of Physician Partners.
- Physician Resource Center offers exceptional services for private physicians and 20+ valuable corporate partner relationships. 1200+ San Diego physicians have access to Group Purchasing, Smart Pay, the Learning Hub and other Physician Resource Center services.
As Executive Director of these 2 physician organizations, Ted has demonstrated strategic planning, physician team building, and business management skills.
Ted is a seasoned healthcare administrator whose career includes Director and Developer of Physician Organizations, Hospital Administrator, Business Executive, and Healthcare Consultant specializing in managed care and physician affiliation strategies. Ted’s education includes a Masters in Healthcare Administration with ongoing educational activities and publications.

Richard has over 30 years’ experience in health care, beginning his career as a Respiratory Therapist. Richard holds a BS in Respiratory therapy, a MSA in health service administration and a Juris Doctor.
He has held various healthcare positions including:
* President and CEO, Health First Network, Inc., a 750 physician IPA in Pensacola, FL
* As a Consulting CEO, Richard guided the early creation of Florida’s health insurance exchange.
* Chief Legal Counsel for a medical device arbitrage firm
* COO of a primary care physician organization.
* COO of a regional Medicare Advantage HMO.
* Chief Compliance Officer for a national DME provider.
* VP of a large teaching hospital with responsibility for fourteen clinical departments.
* Respiratory Therapy instructor at Columbus (Georgia) State University.
* As a practicing attorney, Richard specializes in health care regulatory affairs, transactions, and operations.

On behalf of the TIPAAA Organization and the Board of Directors I invite you to join us at our 24th Annual National Meeting in Orlando, FL – March 21st – 23rd 2019. My personal experiences leading and developing Independent Physicians Associations over the last four decades brings the realization that change always presents opportunity. Whether you are new to TIPAAA or have been with us for some time we all have expertise and knowledge to share with one another as we collectively navigate through the world of healthcare! Let us work together to take on the changes and challenges that we see occurring and turn them into opportunities that benefit us all!
